Nobody will ever know. That was a deliberate thing on my part--ambiguity worked well for making Winter seem potentially dangerous as a Russian spy robot and all. But there's actually no answer to this! I sort of drew inspiration from Fallout, where nobody knows who fired the first nuke and at the point the games take place it doesn't matter. Nukes bad etc
