Council of Norfinbury, A Summary
For those of us who aren't stalking the meeting like it's catnip for whatever reason, the following is a summary of what has been discussed in the First Great Council of Norfinbury:
Firstly, any character may use their tablet to call in to the meeting. Angel's tablet is one of the ones used to share the meeting, so while it isn't being publicly broadcast it is available via conference call with Angel (and others, but I'm not sure who).

See yonder map; it takes the long way around but accounts for ease of travel/important supply points (medical). The red line is the path the supplier would take--red dots are places where they would stay overnight--yellow dots are food/med collection points--blue dots are water collection points--and black dots are supply drop-off points. The average available travel time through these districts is five squares, so the proposed path uses that metric and would obviously be traveled faster/slower depending on the weather.
Here's the exact route in numbers, since the picture isn't totally clear about what squares are traveled:

I'm...pretty sure this route is legal. Can be adjusted if I've made any mistakes or if there's a cleaner way to run it. The idea is that the wall is easy to follow and there are clear landmarks that can be used to find both ration resupply areas and the tunnels; as long as people are directed to follow the southern wall, they can find plenty of food, water, meds, etc. along the way, and hopefully get to where they need to be from there. The medical resupply in D11 also requires a second, tunnel-based supply route to keep it stocked--food/water is stored in 58 to keep whoever runs that route healthy, meds and any other special goods are traded to the outside. Route also requires that someone travel with an excess of rations, which ICly Clayton can offer to trade backpacks with someone and give them room for 23 days' worth. I did the math, that's more than enough to leave several per supply dropoff and still have enough to feed the runner during the trip.

He mentions that symptoms include paranoia and hallucinations, followed by violent outbursts and a desire to move. Symptoms begin after a few days and worsen over time, but disappear as soon as the patient is moved to a new house.

THE CASE
In short, we know that Jack held Rhys and Angel against their will in the basement, then Clayton came to rescue them. Jack broke Clayton's arm and locked him in the basement too.
When asked why he shared with the whole game, Steve said that it was an issue of public safety and he wanted there to be a vote.

Frisk is going with this option, not because they think Jack is innocent or deserves justice, but because precisely the opposite. And someone really special taught them that times like that, when meeting bad things with more bad things doesn't change anything, meeting them with Mercy instead, trying to show them the right way to do things, might.

I'm assuming someone fetches her and Angel from outside to vote, since Shepard said they wouldn't make a decision without Angel.
