There is going to be a massive pile-up of characters at some locations due to folks wanting a chance to snag the card. For folks who aren't actually trying for it (like those just heading to the school for food), is it possible for them to just... miss the other groups and roll separately for anomaly chances? Mippins or Danielle mentioned briefly on Plurk about potentially having the kind of situation where people are occupying the same space, but don't actually see each other.

For this situation, if that is available and we took advantage of it, would Watson's group of 4 have the odds of an anomaly encounter for a group of 4? Or would they have the odds of a group of 10+ because there are other people still occupying the same space, even if they can't interact?
