On the morning of day 364, everyone is greeted by a message from @ADMIN: We are running critically low on resources. Please be patient while we make adjustments. This message is repeated over and over in various languages--everyone will recognize at least one of them. This seems a little odd, but trying to talk about it makes the problem obvious: whatever was translating things for you, it's not working now. You're stuck with whatever languages you know and anything you can manage to figure out while this goes on. Still, it probably won't last forever. And there's way worse things that have happened, right? This is no big deal!

If a character has a universal translator implant, will it still be functioning too or will it start malfunctioning?

It functions but only as stipulated in the application response, only working on languages that exist within their canon.

For characters from fantasy worlds that definitely aren't earth, but don't have a declared language other than the fact that the canon is presented with English-speaking actors, are they speaking English/able to be understood by English-speaking people? Or will they only be able to communicate clearly with people from their canon?

If the canon is based on a specific real-world location you can use that language (for example, a Kanto Pokemon trainer could know Japanese), but if not then they'll only be able to clearly communicate with people from their canon.

chaos is able to speak all Earth-based human languages including dead ones but not including ones specific to other canons.

He can speak these! He just can't speak any languages that don't exist on Earth. You can nerf him if you'd like to play with it, though, it's just not necessary.

Are old network entries still translated if people go back to look at them?

Nope!

Edit: In case anyone happens to go back and look at the NPC entries during this, they speak in English unless otherwise specifically noted (like the times Winter speaks in Russian).
