TEMPORAL

As static settles over the town in a visible coating, it begins to spread to everyone. Appearances flicker in and out to static, either entirely or in strange, glitching blocks and streaks. The bodies are still as solid as ever, but it's very difficult to make them out with all the static everywhere. People in groups will begin to see less and less of their groupmates: it's as if they're disappearing and reappearing at random, replaced by static spirits. Even the wandering shadows seem to be absorbing the static little by little. On the network, Winter returns. Robert won't interrupt her this time.

Filming it works, though obviously that means you get a video of a lot of static.

Yes.

Is the static just coating people? Or does it coat objects and surroundings? What about objects being held by someone?

Objects are affected with their surroundings, although objects being held by someone will be affected in the same manner whoever is holding them is affected. The weather section on the calendar page describes the status of the surroundings.

how much does this affect tablet conversations/using the tablet?

Those are, in this part of the event, mostly unaffected unless someone isn't holding their tablet. If they put the tablet down, it will be interrupted a lot.
